The overall objective of the consultancy was to systematize and provide feedback on the progress of the pilot Regional Development Agencies (RDAs) supported by the project “Sustainable economic development and promotion of SMEs at the subnational level”, as well as to design a network of RDAs inspired by international experiences.
The project is implemented by the Presidency of the Council of Ministers through the Decentralization Secretariat (SD – PCM) and financed by the European Union. Through delegation agreements, the German Agency for Technical Cooperation (GIZ) and the Spanish Agency for International Development Cooperation (AECID) support the implementation of the project.
The specific objectives of the consultancy were the following:
1. Systematize the implementation process of the Regional Development Agencies (RDAs) in Peru.
2. To carry out an assessment based on the systematization report in order to: 2:
2.1. provide feedback to the SD-PCM on its strategy to promote the RDAs and
2.2. provide technical advice to the ARDs for the implementation of the actions contained in their pending agendas.
3. Propose the design of the Network of Regional Development Agencies in Peru.
The consultancy included the systematization of eight ARDs (Apurímac, Ayacucho, Cajamarca, Cusco, La Libertad, Piura, San Martín and Tacna) and with the results of this work and together with the territorial actors, coaching was carried out with each ARD leadership team. Strategically, the exchange of experiences and joint learning was stimulated, to the extent that the following were identified.
