Study on the Effectiveness of the Entra21 Program – Phase II (Linking Disadvantaged Youth in Quality Jobs)

The objective of the consultancy was to carry out a Study on the Effectiveness of the Entra21 Program – Phase II (Linking Disadvantaged Youth to Quality Jobs) in increasing the employability of young people in situations of higher risk or social disadvantage.

The Entra21 Program, financed by the MIF and other donors, and executed by the International Youth Foundation through partner institutions in most Latin American and Caribbean countries, aimed to improve the employability of disadvantaged youth in Latin America and the Caribbean through training and job placement projects. After a successful first phase, in 2007, the entra21 program launched a second phase targeting 50,000 low-income youth between the ages of 16 and 29 who would participate in two types of projects: i) on a larger scale and ii) for youth in situations of greater risk or social disadvantage (called the New Groups sub-component).

SISTME assembled a team of professionals who worked in Argentina, Ecuador, Nicaragua, Paraguay and Peru to evaluate the effectiveness of the Entra21 Program. Preliminary results were presented at a youth event organized by IYF in Santo Domingo, Dominican Republic, and the final presentation was made at the Youth Partnerships Employability Conference organized by IYF in Washington, USA.
