The purpose of the consultancy was to conduct a regional mapping of the key actors in the innovation system in eight Latin American countries (Mexico, Guatemala, Colombia, Ecuador, Peru, Brazil, Bolivia and Uruguay), identifying their roles in strengthening the response to COVID-19, within the framework of the “Readiness Green Recovery” project executed by the Inter-American Institute for Cooperation on Agriculture (IICA) with resources from UNOPS. The consultancy included the following three lines of work: ü Characterization of national and regional innovation systems and their contributions to irrigation management, food supply and health. ü Mapping and generalized description of the NIS and identification of roles, collaboration networks, services, resources and interrelationships among NIS actors. ü Identify solutions and responses offered by innovation systems in the technological, financial, environmental and other areas during the COVID-19 pandemic that potentially support the concept of a green recovery for small and medium-sized producers in the areas of food, health and irrigation. More than 200 surveys were conducted with actors of the innovation ecosystem in the eight countries and national workshops were held with referents of the National Innovation System of the eight countries, including the NDAs of each country (Ministries of Environment, Economy and similar).
