Program for Integral Tourism Development of the Colonial City of Santo Domingo

The objective of the consultancy was to support the Bank’s Project Team in the preparation of the new Program for Integral Tourism Development of the Colonial City of Santo Domingo (Operation DR-L1078). This new loan operation seeks to extend the scope of the investment activities and the expected results of the first phase program through actions in: (a) enhancement of key public tourist attractions, through the execution and supervision of works of comprehensive reform of streets in the Colonial City of Santo Domingo, construction of an event center and an archaeological park, improvement of museum infrastructures, lighting systems, solid waste collection and others; (b) local integration in tourism development, through investments in artisan markets, adaptation of micro-businesses, restoration of historical façades, and development of plans for the promotion of the Colonial City, as well as promotion and awareness-raising activities; and (c) strengthening tourism management: including institutional planning, destination management, marketing plans, and installation of information posts, among others.
Support to the Bank’s team consisted in the preparation of a project technical file for each of the investments in infrastructure and also for the actions of planning, tourism management and environmental management of the new Program. Each file included objective, location, socio-economic justification, estimated amount to invest, technical description, precedence between activities, etc.
A tentative budget was also prepared for the entire loan operation that was presented to the IDB for negotiation with the Ministry of Tourism of the Dominican Republic.
