The objective of the consultancy was to provide support to the Executing Unit of the National Tourism Program of Paraguay (IDB loan 2453 / OC-PR), executed by the Ministry of Tourism of Paraguay.
This five-year project aims to promote economic and social development through increased income and tourism employment. Specific objectives include (i) the strengthening and decentralization of tourism management in the country; (Ii) the generation of local capacities for sustainable tourism planning and management; and (iii) the creation of the necessary conditions for the promotion of an offer of destinations and tourism products that is competitive and exportable.

Final evaluation of the National Tourism Program (PRONATUR) of Paraguay, executed by the National Secretariat of Tourism and financed by the Inter-American Development Bank (IDB)
The objective of the Programme is to increase the contribution of the tourism sector to national socio-economic development. The purpose is to increase tourism income and employment in the two areas of intervention in a sustainable manner. The Program is structured in two components: (i) Development of strategic tourism products; and (ii) Institutional strengthening.
The evaluation was carried out in the two main areas of intervention: (i) in the Central and Humid Chaco where river, nature and adventure tourism is promoted, through the construction of the Interactive Interpretation Centre of the Great American Chaco; and (ii) in Lake Yguazú where work was done to promote cultural tourism, with the construction of the Experiential Interpretation Centre of the Guarani World.
